Notice of Intent to Request Release of Funds

TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS:

On or about May 1, 2026, the above-named county will request the NC Department of Commerce to release Federal Funds under Title I of the Housing and Community Development Act of 1974 (PL 93-383) for the following project:

Jones County 2022 CDBG Neighborhood Revitalization Program CDBG-NR #21-C-4017

Project activities include the addition of two (2) additional properties to the project due to remaining available funds. Clearance/reconstruction of one (1) low-income occupied dilapidated dwelling and rehabilitation of one (1) low-income occupied dwelling in scattered site locations in Jones County, NC. Proposed treatment will provide standard dwelling units for those households. Associated service delivery and administrative services necessary to accomplish the housing activities are included in the project scope. The additional properties are located at 491 Burkett Road, Dover, and 5657 NC 41 Highway, Trenton.

Total Project Cost=$950,000; Total CDBG Cost=$950,000; CDBG/Total Cost Percent=100%

An Environmental Review Record applicable to the above project has been made by the above-named County which documents the environmental review of the project. This Environmental Review Record is on file with the Jones County Administration Department at 110 S. Market Street, Trenton, NC 28585. The ERR is available weekdays from 8:30 A.M. to 4:30 P.M. for public examination and copying, upon request and payment of any authorized copying charges.

PUBLIC COMMENTS 

Any individual, group, or agency may submit written comments on the Environmental Review Record to Jennifer King, Deputy Director of Administration, Jones County, 110 S. Market Street, Trenton, NC 28585. All comments received by April 27, 2026, will be considered by the County prior to authorizing submission of a request for release of funds.

RELEASE OF FUNDS

Jones County will undertake the project described above with Community Development Block Grant funds from the North Carolina Rural Economic Development Division (REDD), under Title I of the Housing and Community Development Act of 1974. Jones County is certifying to REDD that Frank Emory, in his official capacity as Chairman of the Jones County Board of Commissioners, consents to accept the jurisdiction of the Federal courts if an action is brought to enforce responsibilities in relation to environmental reviews, decision making, and action; and that these responsibilities have been satisfied. The legal effect of the certification is that upon its approval, Jones County may use the Block Grant funds, and REDD will have satisfied its responsibilities under the National Environmental Policy Act of 1969 and related laws and authorities.

OBJECTION TO RELEASE OF FUNDS

REDD will accept an objection to its approval of the release of funds and acceptance of the certification only if it is on one of the following bases: (A) That the certification was not in fact executed by the chief elected official or other officer of the applicant approved by REDD; or (B) The County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (C) the grant recipient has committed funds or incurred cost not authorized by 24CFR Part 58 before approval of a release of funds by REDD; or (D) another federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedure (24 CFR Part 58) and shall be addressed to REDD at 301 N. Wilmington Street, Raleigh, North Carolina 27601-4346.

Objections to the release of funds on bases other than those stated above will not be considered by REDD. No objection received after May 16, 2026, will be considered by REDD.
